Civic
Millgate, Wigan
T
he judges were
captivated by Civic,
Wigan, describing it as
a masterclass in “the replicable
power of conservation-led
retrofit”. This is even more
impressive given the building’s
old reputation as the town’s
ugly duckling. Few expected
the long-abandoned Brutalist
structure on Millgate to thrive
again.
30 • ESTATES GAZETTE • October 2026
Officially opened in 1970,
it served as the heart of
local government for almost
50 years until its closure in
2018. Capital&Centric has
transformed the neglected
former civic centre into
33,000 sq ft of high-quality
workspace, a project
supported by Wigan Council
through the UK government’s
Town Deal.
